Transport Allowance

LEARN Logistics provides funding for professionals who aim to participate in Vocational Training Courses. Such trainings are often referred to as TVET training courses and have the purpose to qualify professionals further in contemporary topics, practically and operationally relevant expertise, and general knowledge in the broader area of logistics and supply chain management (LSCM). LEARN Logistics supports TVET trainings in numerous disciplines such as Health Supply Chain Management, Agro-Logistics, Freight Forwarding, etc…  Often, TVET courses help the professional to collect qualification points on its tenure track, to maintain the current position and level, or to qualify for higher ranked positions.

Generally, TVET trainings target professionals that do not possess an academic background, i.e., those who left school and entered the job marked and therefore have already gained work experience. LEARN Logistics offers the support for TVET programs that have been aligned with a country’s National Qualification Framework (NQF). Such NQF determined different levels with different qualification descriptions and exampling job positions, and therefore allows for several TVET trainings at different qualification levels. For example, LEARN Logistics supports TVET trainings at: 

  • TVET Level 1 + 2:
    basic LSCM qualification for e.g., porters, drivers, cold chain staff, etc…
  • TVET Level 3:
    advanced LSCM qualification, e.g., operational team leaders, deputy department heads
  • TVET Level 4 + 5:
    Superior LSCM qualifications, e.g., together with relevant work experience a similar qualification level as bachelor graduates; shift leaders, department or unit heads, etc…

The specific descriptions and qualification framework vary from country to country. LEARN Logistics pro-actively engages with the national Ministry of Education or Professional Standards and may supports officially accepted and accredited Professional TVET trainings. Often the TVET scheme is build hierarchically, i.e., the TVET training scheme provides an opportunity for entry level staff to climb the career ladder. Strong employees can start, for example, at level 1 or 2, and once completed successfully, can take on additional levels 3, 4 and 5. TVET trainings therefore provide a training support scheme that help greatly performing employees to qualify further and advance in the organization’s hierarchy job positions.

Eligibility for Funding


As part of its support portfolio, LEARN Logistics provides financial support in the form of Transport Allowance , i.e., to enable the professional to participate in the selected TVET module or an entire course. Typically, TVET programs are offered domestically and are very rarely delivered internationally.

To be considered for funding by LEARN Logistics for the Transport Allowance, trainings and workshops that fall under the category of TVET, must fulfill the following requirements:

  1. include a detailed curriculum that is publicly available,
  2. be delivered by a qualified and reputable trainer
  3. must provide a certificate that includes details of the content, duration, and date; It must be signed
  4. hosting organization must either be officially registered in the country, or minimum recognized by the respective sector or minister,
  5. hosting organization must show proof of history for previously successfully delivered TVET modules
  6. Delivery of the TVET module shall take place in the applicant’s country of living; under specific circumstances, also a Transport Allowance can be granted for delivery venues in other African countries. Venues outside of the African content are usually not funded with Transport Allowances by LEARN Logistics.

If those criteria are fulfilled, professionals from the following list of countries are generally eligible to apply for a TVET Transport Allowance: Kenya, Ethiopia, Uganda, Rwanda, Tanzania.

Due to the potentially high number of applications and the available limited funding, LEARN Logistics imposes the following rules concerning the application process:

  • every professional can only receive a Transport Allowance for TVET modules or courses once. Therefore, think about the right point in your career to apply for funding and do not waste your application or even successful funding with an unreasonable application. 
  • to increase the chances for a successful application, the professional must proof the benefit and purpose of attending the TVET Course; why is it important to participate in the TVET module/course, and what will be happening after successful completion of the TVET module/course. The application should avoid general phrases and non-distinguishable arguments but show precise and tangible benefits for the applying professional.

LEARN Logistics will only consider applications for TVET Transport Allowances that have been submitted online through the following link. Any submitted applications by email will not be entertained and rejected without review.

Your submission for the TVET Transport Allowances must include the following mandatory information and data. Please have all documents and copies available for uploading prior to starting the process. You cannot save your input during the application but must finish the application in one attempt. If you lack mandatory documents or information, you may need to re-start the application later again.

  1. Basic personal data of the applying professional
  2. Overview about the applicant’s work experience 
  3. Name of employer and work position 
  4. Name and information about the TVET module or course
  5. Duration of the TVET module/course, Start- and End-Date, venue
  6. Information about the hosting and delivering TVET organization
  7. Will the TVET module/course provide points toward the tenue track/career
  8. Reference letter from the supervisor from work/employer 
  9. History of LEARN Logistics funding or engagement 
  10. Amount of Transport Allowance requested incl. a cost breakdown/calculation
  11. Attachment 1: 
    Motivation Letter of why LEARN Logistics shall finance the Transport Allowance fee of the TVET module or course
  12. Attachment 2: 
    Copy of your most recent graduate certificate (e.g., school graduation certificate or any other TVET or professional training certificate; if available)
